Context
Recognising the importance of efficient water management for sustainable development and economic prosperity, Morocco and the Netherlands signed a Memorandum of Understanding (MoU) during the UN Water Conference in New York in March 2023 to strengthen cooperation in the sustainable management of water resources.
This Memorandum of Understanding establishes a framework for fruitful collaboration between the two countries, with a focus on training and knowledge exchange opportunities.
In 2022 Morocco experienced its worst drought in decades. Therefore water resource management is one of the most pressing issues in the coming years. New solutions for smarter management of its water are needed, including rationing and using more efficient irrigation methods.
The MoU aims to develop relations and knowledge exchange in the field of water management on the basis of equal rights, equity, respect for sovereignty and mutual benefit.
Morocco and the Netherlands intend to cooperate in the fields of water supply, seawater desalination, wastewater treatment, as well as rainwater collection and efficiency in water usage. Groundwater resources, reducing industrial water use, climate-smart agriculture, and flood protection are also included in the agreement.
Based on the MoU the Mena Scholarship Programme (MSP) is offering an opportunity for knowledge exchange between the Ministry of Equipment & Water in Morocco and the Netherlands.
This call is open for Dutch training providers who:
- are interested in a cooperation with Morocco in the field of Integrated water management, mainly focusing on water reuse, wastewater management and digitalisation
- have a track record of providing training in the suggested topics
- have experience in Morocco or in a comparable country in the region.
- are interested in providing training in Morocco and in the Netherlands.
- agree with the MSP Grant Conditions.
- meet the general criteria.
About the organisation
The Ministry of Equipment and Water is the government department responsible for overseeing policies and projects related to infrastructure and water resources management in the country. It’s role is crucial for the development and management of infrastructure and services in these essential areas for the Moroccan economy and society.
Hydraulic Basin Agencies are responsible for managing water resources at the scale of the country's different watersheds. These 12 agencies are responsible for planning, managing and protecting water resources in their respective areas, in collaboration with local authorities, government partners and other stakeholders. They have an important role in promoting sustainable water management and implementing projects to ensure adequate water supplies for domestic, agricultural and industrial uses.
The National Office of Electricity and Drinking Water (ONEE) is the public institution responsible for the production, distribution and management of electricity and drinking water. It operates across the country to provide electricity and water services to the population, as well as businesses and industries.
The Ministry of Interior plays a crucial role in the management of water and sanitation through its various directorates and administrations. This ministry works in coordination with other government entities such as the Ministry of Equipment and Water, as well as specialised organisations such as the National Office of Electricity and Drinking Water (ONEE), to implement policies and projects aimed at ensuring safe water supply and improving sanitation infrastructure across the country.
- Increase in expertise and knowledge exchange of reuse and wastewater management (operate wastewater treatment processes, maintain items of equipment used in wastewater treatment processes, follow safety procedures for various processes in a wastewater treatment plant, record wastewater treatment plant data).
- Strengthening skills in digitalisation, especially focusing on water reuse and wastewater management to better adapt to digital changes and offer better services.
- Develop partnerships between Moroccan institutions and Dutch institutions in the field of water.
- Capacity building of Moroccan responsibles working in the field of water.
About the participants
- At least 15 participants should be able to take part in the training in the Netherlands..
- Priority is given to staff members of the Ministry of Equipment & Water (10) working in the fields water planning, water management, water resources and reservation of water quality.
- Additionally also representatives of The National Office of Electricity and Drinking Water (3), and Ministry of Interior (2) should be invited to the training to enrich the debate and exchange experiences between the different actors in charge of water.
- More participants (max. 10) of the different organisations should be invited to participate in the training part in Morocco.
- The intended target group is aimed at managers of the above-mentioned departments, their main tasks and responsibilities consist of decision making and knowledge sharing with staff assigned to their departments.
- We especially encourage women to take part in knowledge exchange activities of the Mena Scholarship Programme, our aim is a percentage of 50%. For this training at least 30% of the participants should be female.
Suggested location and timing
- Approximately 2 days training in Morocco to get to know the group and finetune the training goals together.
- At least 1 week training in the Netherlands including field visits to relevant organisations in the Netherlands.
- Approximately 1-2 days training in Morocco or online to follow-up on the training results.
- The training should take place as soon as possible but can be determined together with all parties involved once a training provider is selected.

- Outreach to the Ministry of Equipment & Water and other Moroccan organisations will take place in coordination with the Economic Department of the Embassy of the Netherlands in Morocco.
